My neighbour Smashed anothers car.

My neighbour. I dont know if he's crazy or was drunk but he smashed all windows of a car of a Dog owner whose dog used to daily pee on his car. He took his baseball bat and smashed all his cars windows claiming that this is how he used to feel when his dog peed on this car. As both had different claims but i feel that he should have first complained with the dog owner. What do you say in this.? What he did was right or was he wrong for smashing and damaginf the car.
