Why HIV growth in India?

In India have 12laks HIV presents. Every day more HIV case follows. But why?????

in india the unofficial figure is much more than 12 lakhs.i think all developing countries are at risk of this deadly disease.government need to launch more programs to educate people about aids because prevention is better than cure.
