I wonder if the money earned can be withdrawn as cash and spend it on whatever I like.

u can withdraw cash from paypal if u have a credit card

well then u'll have to pay 5$ and request for a cheque which will get deposited in ur acc and this info is to the best of my knowledge. i may be wrong

If you hit the minimum payout (usually $10) by the end of the month, they send it to you in cash around the 15th of the next month. And, you can spend it on whatever you want.

You can withdraw money you earned from mylot Just create e-gold or paypal account and follow their cashout procedure

Once it hits pay pal or wherever you have told it to go it is your for what ever. Paypal uses normal bank accounts aswell as credit cards. You will have to check with your bank though. e-gold you have to use an exchane
