Windows Movie Maker from Windows XP is my favorite. It is not very complex, you can understand how it works in 10 minutes if someone teach you. You can make your own transition and video effects too by using xml.
ANother one is Sony Vegas, this is for advance user I suppose. I have it installed on my pc but don't use it a lot because I am not too familiar with it, but it has a lot of features.

for mac users apple final cut pro 5 is the best.whats ur op...

it is not the software which makes movie better but it is the one and only vcd cutter
