Cirucumcision or not?

After recently reading an Article about aids in africa i am more than convinced that circumcision should be performed to babies in the whole world. Uncircumcised children are subject to more bacteria and infections and or diseases. but according to the article circumcision has been in the decline since 2005 what do you all think?
