We two,ours one ..do you agree with that

The Indian government has stated after the 1990 census,For married couples,It should be "we two,ours two".But later in 2000 census it has become,"we two,ours one".I can understand one thing that there is a huge increase in birth rate..do agree to this

Does it mean that every couple can have only one child? Well I think that if a couple has not enough money to raise the children properly they shouldn't have any. But if they can provide well for them I can't see reasons to forbidding it.
