sreesanths dance was ultimate one in the victory, just like a cherry on a cake. But for this dissent (patriotic!) act he was charged some 30% of match fee, never mind, every indian is ready to pay a pie of his pocket to fill up that but i have a question, which player is fined/penalised the maximum number of times by ICC? any idea.....

Well you are correct that sreesanth was patriotic to an extent, but the objection by ICC was for the commercial logo (ICC Endorsment breaching code) due to which he was fined, i dont think ICC will have any issue to anybody's patriotism unless it hurts anybody sentiments. Now as for the qustion i feel it is Saurav Ganguly in recent times, I cannot firure out anybody from older times

dude, what ever you said is right except for the part that sreesanth was fined for the ICC logo thing... Actually Sreesanth was docked 20 percent of his match fee for unsportsmanlike (! i was wondering what aussies do then!) conduct after he ran towards Hashim Amla having dismissed the batsman in South Africa's second innings. and a further 10 percent of his match fee for breaching the International Cricket Council's logo policy! Also I guess it might be ganguly, but there must be some one who really holds this (unfateful) record!! :)
