MARS! NASA or Private

The technology is available to send pioneers to Mars yet NASA seems adamant to postpone the mission till well into the 2020's. Should we (as the Human Race) let a State funded organisation dictate the future progress of Space Exploration or should we ally ourselves with private corporations and individuals who opt for the "cowboy" approach over safety?
