Firecrackers and kids

I just saw today some very young kids playing with firecrackers... They put some in glass bottles and empty cans... Really dangerous as you ask me! Even there are lots of selling restrictions for those "toys", they still keep playing with them. Is it the fault of their parents or what? Should any government set up some action against this dangerous toys?

The Parents should not allow them to have them and they must be getting them from somewhere the problem is the young Kids now are being left to much to do what they want Parents do not realise how much they are putting their Kids at risk
