The Internet: What is your own definition?

I once attended a workshop on webpage design and electronic neyworking in Tanzania. There, one of the discussants defined Internet as a state of chaos. Since then, I have not find anyone that could define Internet better. Please what isyour own definition of the Internet? Is the internet truely a state of chaos?
