Why are most jokes in India framed on Sadarji's?

I have heard many jokes through my friends that are framed on Sardarji's.It makes me curious as the poor,humble & hardworking sardarji's are made foolish in charecter in jokes.Can someone tell me the reason?

Banta Singh was in court charged with parking his car in a restricted area. The judge asked him if he had anything to say in his defence. "They shouldn't put up such misleading notices,"said Banta Singh." It said , FINE FOR PARKING HERE."

Simply because they have the best sense of humour and tolerance among the Indian communities.
