Call me old fashioned but I think a couple, heterosexual are the proven best to bring up an adopted child. The fact that two women or two men cannot have children is somewhat of a given that they aren't meant to raise children in that combo.

for me i think it doesn't matter on who should adopt a certain kid. as long as the foster parent can offer the necessary need of the child which includes financial support (food, schooling, and etc.) emotional support (security,love and protection) as well as their spiritual needs.
