Aside from Adolf Hitler and Saddam Hussein.. Who else do you know has made a bad reputation in being a leader or an individual that made fame from being notorious? I remember some but I'll give you a chance to share yours..

There are many Edi amin- uganda Pol Pot- cambodia Fiedel castro- Cuba Pinochet - Argentita Bennito Mussolini- Italy Stalin- erstwhile USSR Muwmmar Gaddafi- Libya Mugabe- Zimbabwe Osama bin laden- Afganistan These are the one's i can think about.

Gangsters... i can think of Dawood Ibrahim, Abu salem, these are some gangsters ,who have commited atrocities in india. I remember seeing a movie about a person called Ted bunty ( US) ,he was a serial killed. Also a guy called Dillinger (US) who got caught robbing banks. And then there was moa from China.

Jack the Ripper comes to mind as a notorious individual. As far as leaders go, I'll say Stalin.
