I have got a problem with paypal. Can you give me a solution?

I am from India. I had made $450 online working for 3 months. I can request a cheque from paypal with a minimum of $150. Paypal cuts $5 for processing and sending the cheque. Because I am requesting a cheque for the first time from paypal I requested only $150 out of $450 ono nov. 7 2006. I waited for the cheque to arrive to my home till 45 days. In between I got a doubt that the address might be having some problem. So I requested another cheque for $200 for a different address. This is cannot be confused. Actually I get local and international mails for both of the addresses. Indian postal system is not to be blamed as they are doing their work properly. I waited, waited, waited!! I got frustrated finally. I didn't recieve either cheque till now. It is more than 50 for the first cheque and 21 days for the second. Normally they must arrive within 2-3 weeks. I searched in google if any other people have faced similar problems. I found that some people are not having this problem and they getting cheque within a month. But I found few people not recieving cheque. Not only that, they have requested paypal to put the money back into their account. Paypal puts the money back into the account after deducting a charge of $15. I wrote a complaint to them that I had requested 2 cheques with so and so transaction Ids on so date. They replied saying that they are getting a lot of emails that they may not respond. They didn't tell about my problem. Rather they said that if the issue is not resolved I should contact them at a phone number they have given. That is an international number. I didn't get any money till now. I had gone through many expenditures for making that money. Now I have to contact them only to lose money. Now It is becoming clear to me that they have cheated me so that they can get $20=$5+$15 by not sending the cheque if request my money to be put back in the account. Other wise they can get entire money I had requested by not responding. I heard that paypal had poor customer service. But I had to wait till my turn came. I had also seen a website where many people have reported similar problems with paypal and cancelled their accounts. I worked hard three months. From this month onwards I am not able to do any freelance work. It is very painful to think that all my hard earned money is gone. I earned that so painstakingly working hard during the nights only to help cheaters and get cheated. If the problem is from different sources then I should recieve at least onoe cheque. That is my problem. I don't know whether I will recieve my cheques ever. Please help me with your suggestions.
