The UN resolution does show a serious attempt by all the security council members to get together again to clean up this mass which is Iraq. It signals a major shift of the USA ( and UK ) foreign policy. The fact that they have swallowed their pride and return to the fold of international or multinational concensus actions is a big plus. The resolution is a smoke and mirror trick. It is authority without sovereignty. When a 'government ' has no control over armed forces still occupying their land, it is a sham. Who controls the care and treatment of Iraqi prisoners from here on? An issue so pressing to the Iraqi people? The resistence throughout Iraq to-day is often misread as ' pockets ' of previous Baathists or ' foreign fighters '. It is not. It is a fight back by a proud people who is occupied, humiliated and mistreated. As long as this psychological trauma is not addressed or redressed, blood will inevitably flow on,I am afraid.
