Is life of people living in delhi more lively

What do you think people living in Delhi or any metropolitan city are more active in their work than people living at other places.Do they enjoy more options to live and enjoy their life.

I think during winter season, people in others cities are more acitve than people in delhi. During winter nothing(Flights,trains ......) seems to be going in delhi.
