squatters rights

I know an old miner who has lived on a mining claim for the past 55-60 years. Every year he goes down and files his papers and pays his fees for his claim. Now after all this time BLM is trying to remove him from his property. They have come and taken all his belongings, saying he doesnt own the claim any longer, not for the last 13 years. He hasn't been filing the right paperwork. If this is the case why has no one told him this and why have they been excepting his money. I have taken him to the court house at least twice in the last couple of years and watched them take his paperwork and money. This man is 83 years old and knows no other life then this. He has worked and mined and lived on this land for all these years. This land should be his. Can they get away with distroying the life he has left? Is there something that can be done to stop this? This is in the state of Oregon.
