the best place I ever indulged in people-watching was in a coffee-shop in Amsterdam. (Yes, one of 'those' coffee-shops).
You could do it from any pavement bar or cafe as there is such an eclectic mix of bizarre people in that city, but sitting comfortably with a spliff watching tramps and dealers accost tourists was one of the best afternoons I have ever spent!
