Can you learn how to be romantic?

I have a neighbor who always complains her husband doesn't have a romantic bone in his body, so she buys him books to read so he can 'learn' how to be more romantic. Is this something that can be learned, or is it something that we just either have or don't already have in us? Is it more of a chemistry thing between two people, if the passion is not there, then whatever the other person does will not seem romantic? What do you think?
