I think if you're doing it to train for the marathon or some other long-distance running, then it's probably a good thing. However, I think that most people jog to be noticed, for they only have to go to the gym, to a treadmill, which will do the same job and you don't have to suffer the elements. Added to this, there is a meter on the treadmills so you know if you're doing too much and over-taxing your heart. Therefore, yes, I think jogging is a waste of time, unless you're practicing for a long distance running event.
