As far as my country Pakistan is concerned it would be General Pervaiz Musharaf the current President of Pakistan

I think Ford was because he had it in him to parden Nixon for watergate. It took a great man to be that forgiving so as to restore this country. If he hadn't put this country first he would not have done it.
