How should Sales Directors be compensated

Sales Directors, beng an executive position, handles people who makes the actual Sales figures. How should they be compensated? Is it fair for them to get compensated like the way the people under their suppervions are being compensated. Example a sales coordinator under the direct supervision of the sales director, is compensated by mothly allowance which is taken out if the coordinator failed to deliver the sale with in a month. In like manner the sales director is compensated with allowance that gets cut if he does not deliver a sale from his group within three monthd.
