The information is not entirely wrong, but it depends more on religion. In most parts of Northern India, eating beef is considered offensive, by those who follow the Hindu religion. But in Southern India, except perhaps in some parts of Tamil Nadu, eating beef is ok. In effect, all those who do not follow the Hindu religion ( and there are many) are free to eat Beef. It is just that in HIndu dominated places, it can be seen offensive if you eat beef in public.
