how can I get a high level of english!

It seems that my english will be in the same level and i don't konw how to improve it further! who can help me? and give me some advise!thanks a lot. Especially abuot the oral english and listening and writing .

I am actually rather impressed with your english. You seem to have an understanding that most people here in the U.S. lack. I would be more than happy to assist you in any way that I can in learning my extreamly difficult language. What is your first language? How long have you been wanting to learn better english?
