Strip search in Aiport for foreign nationals in USA?

I am a frequent traveller to USA, whenever I do immigration in any US airports, I see airport authority do search/inquiries only to any foreign nationals. I have seen them sometimes harrasing by strip searching the passenger, most of the time just because the passenger is not a white person. Is this a good way of treating foreign natinals comming to USA?
