In My opinion, I believe it would be the Winchester. I own one but I have not seen them very often mostly because they are fairly expensive and alot of people dont invest that kind of money in their shotguns. I wouldnt argue too much if someone told me that Ruger makes the best Double barrel, As I can see very clearly why they think that. Ruger makes an incredible Over/under and I like the smooth feel of the action on the barrels. unfortunately, I think that Ruger is mass producing the Over/unders today and they lack the personal 'hands on' touch that the older ones were so known for.

I believe the best american made double is an A H Fox. the quality of work, fall in the butt, design are just fabulous. The Parher gets all the attention, but in my opinion the A. H. Fox is far superior, especially the 20 gauge model.
