Prisons and Jails...

Are prisons and jails effective or is it just a waste of taxpayer dollars?... If a person is locked up without trying to reform or rehabilitate them, and then released them back into society worse off than they started...then what good is that? To me this creates even more crime and continues a more vicious cycle and jeopardy to society. I don't claim to have an altenate solution, but I just don't think the 'Incarceration System' is as effective is it can/should be. More often than not, they just cage a person up and release with no reform. And more often than not these same individuals become repeat offenders. What good is this? Perhaps more reform, rehabilitation and counseling is the key (?)
