why isn't pot legal yet?

it's legal in canada, they have a lower crime rate than the U.S. and Canaidian high school students score MUCH higher on their s.a.t.s than american high school students. And if it were legal they could sell it in e-z mart and the government could tax the "heck" out of it, that would be good for the econimy right? talk 2 me!!!
