The case of Pashupatinath

The environment of the Pashupati area must be necessarily be considered in a spiritual plain as the area is not only a temple'site' but also a 'ksetra'. Its potency as a ksetra is many fold.The presence of Siva(the self evolved jyotirlinga) and the 'Sakti'(the pitha Guheswari) are its two important divine attributes. The potency of the area is a spiritual concept and its desired physical attributes are well told by the verse from the Brihatsamhita: "The Gods always play where forests are near and also near river,mountains and springs.And also in towns with gardens."

Well, that sounds like a serious problem and you are right something has to be done about that. Maybe you can write to your city offical and see what they can do about that.
