start a holistic newspaper for my town... anyone done this?

I want to start a holisic newsprint paper, similar to the Thrifty Nickel or PennySaver. It will offer low cost classified and display ads for the holistic community. The few papers that offer a Body, Mind and Spirit section are so-o-o expensive that the average massage therapist or Reiki practiioner can't afford to run ads. I really think this service is needed, (I can use it myself!). Does anyone know how to start on a very small budget? Is there a user-friendly publishiing program for papers that show how to format for classified and display ads? Thanks alot for any advice! Elisha
