How can I get some referrals for PTC etc. ?

Okay, I have asked this questions several times but I am yet to get any responses that are helping. I am a member to MANY paying sites for PTC and PT complete etc..but I am yet to get referrals. I don't know where to post my links to get any. I don't have "online" friends except here at mylot mainly and I don't have a clue how to get people for my downline. Are there sites that do this for you? Do you know where I can post my links to get people to see them? Someone please help me get started.
