Internet is can be harm for everyone. Not only a children. If you use it wrong it can be harm to you too. For example, having your Credit Card being hacked by someone. But internet is useful too to our life including to children. But for this must have parental advisor. So use your intyernet wisely.

I think yes. But I also think it is the parents fault for not keeping proper tabs on their kids. I am a parent. I know it can be hard. But..you have to care enough to make them hate you...later on they will love you for it and be better people...after all, they grow up and we're raising adults, not children. If we want a future, we have to pay more attention to our children.
