how can withdraw my account with a verified ?

If the visa card you are trying in paypal is a debit card, paypal will not accept it, because they accept only credit cards to make your account verified. Even after if you have keyed in your credit card details, you cannot withdraw money immediately or transfer it to your credit card, since they don't allow it to people in India (I guess you live in india) or any other countries. You can transfer money to your bank account only if you live in United States. If you want to withdraw money from paypal you need to wait till it reaches $150, then only you can request it and they will send you a check/cheque to your mailing address.
