why india is considered a 3rd world?

maybe because 25% of the population is under the poverty line. there is a huge technology boom in india, but that is only within and affecting a small percentage of the population. though it may seem to be "developing" on the outside, the situation on the inside is very poor and we can't ignore the major humanitarian issues present in the country.
