pls make me letter about settlement agreement that tha first p[arty should vacate the premises bec. they are longer paying the rent. or else we have to file a case against them criminal case and PD 22 for their bouncing checks

Since we are not a legal department and are not aware fo your complete situation, my first suggestion to you would be to contact a lawyer and review all of your tenant rights prior to submitting a letter to yoru tenants. Some states have a set number of days that you must give your tenants to move out. The lawyer will also be able to give you steps that you should follow in handing the tenant the letter. If your need for a eviction letter due to breaking a contract and your situation is no more complex than what is listed above, I suggest going to the following site and using their form because is states exactly what you have listed above. If I am understanding your request you would have to have an attorney do this in order for it to be official. Or you can take the person to court and have them evicted.
