Should kids be manadated to wear helmets tobogganing?

Some politicians in my area who have too much time on their hands are trying to make it a law that kids where helmets when tobogganing. I think they have a screw loose, and should be focusing on more important things. What do you think?

s its compulsory as trafic is incresing and also its a good habbit to wear a helmet....will be completely protectd of head injuries if any accident occurs
