quarter round does it go down first or where?

Do you mean parquet flooring? The parquet is put down first. The quarter round goes down last to finish off the floor along the baseboards. Or if the existing baseboards can be used again they are taken off and put back after the new floor is installed.

Quarter round, or shoe molding for that matter, should always go down after the finished flooring. What Tarkett product are you working with? Sheet vinyl, wood, ? Force
