Should we form a large citizen force of 90,000+ or is it a trick?

What I mean by that is I believe he's considering
reinstating the draft but he knows we wouldn't
stand for it. So, instead, if people feel they'll
be safe here at home, they'll be more than happy
to sign up for the benefits.
