vintage motorcycle vin number

I have a old 70's honda motorcycle & the neck of the motorcycle where the vin number was located was rusted & the vin number is not there any more. Is the vin number on the engine the same as the vin on the frame . I need to know what to do about this problem because I can't get insurance on this motorcycle without a vin number to give them.
