Sterling vitrified china

I have two pieces of Sterling Vitrified China from East Liverpol, Ohio. Each piece is marked with H-4. The little containers are 2 3/8" in diameter and are 1 1/4" high. The top and bottom rims are white and the section in between is light blue. Any idea what they are and if they have any value?
