A tender is a written offer from a contractor to undertake a work in return for a certain sum of money.The work to be undertaken may be: 1. Construction work of a project as defined by drawings and specifications. 2.Supply of requisite materials of specified quality and or of labour,required to complete a specified work. 3.Transport of materials.

And you should add the most important clause:- The client does not have to accept the lowest tender price. That allows the client (advised by his architect and consultants) to choose who they want to do the job and weeds out silly prices and contractors who have been proved to be bad in some way.
