With the change in computers happening so fast is it possible to build my own computer and change an item at a time so I have the latest technology at all times. Or is best to wait every couple of years and buy a complete unit.

I bought a new computer than after a year i changed a few components.. that is after the warranty period expired, usually you don't need to upgrade much, I think I buy a new computer every 4 years or so but I keep upgrading when needed..

I think you can go ahead and buy one when you feel like it. When we first bought our home pc back in 1997, the internet and pcs were just beginning to gain popularity and every single day new things came up and the prices were fluctuating. We kept putting it off thinking we'll wait till we get a better deal and good features. But that never happened because it was an ongoing process! Finally we decided to buy a home pc with a printer, back then ot was pretty expensive..noe pcs are very cheap with the latest features. My hubby bought a laptop a few days back...he liked the specifications and bought it. So maybe you should do that too, otherwise it will seem like forever..since technology is changing all the time!
