Beaches: 5 meters from the sea, is it a government property?

my family have a land property the seaside. the town mayor built a "meeting place" there for them. its like having a cottage of their own. they also set up faucets so beach goers can shower after their swimming. they also charge an entry to the place. and we were even asked to pay when we went there but the area is owned by our clan. the city officials claim that the beach is govenment property that is 5 meters from the sea. can they claim what is ours?

no it is not govt property it is public property in the sea side around 5 mt there uis no bulidings or private property is not allowed so you just acat the place
