how do u stop kids being bullied by bulling

my friend has a son who is 9 and is in trouble with school coz he pick on other kids and he takes their money aand so on. when my friend told me this i was shocked all she did was laugh. how do i tel my friend to grow up and start to act like a mother and for her to teach her son the bulling other kids is a no go
