shopping vochers for junkies

N.H.S is thinking to give free shopping vouchers to help them tackle their drug problem,they think that this idea is cost efective, but for me this another way of wasting tax money ,giving junkies free vouchers means telling them to go and buy more drugs ,as they can exchange these vouchers for cash anywhere easily.What do u think?
