Photography or Art?, Where does one draw the line?

Since the dawn of the photo editing software era it has become quite easy for almost anyone to do almost anything with the image that comes out of the camera. So, where is the line between a photo and digital art? If you swap a sky is it still a photo? If you change backgrounds, is it a photo or art? In my TOTM image of coffee and chocolate...I added the steam (a Ulead filter)...is it still a photo, or is it now digital art? Actually, all of those things can be done in a conventional darkroom, but they require an enormous amount of skill. So, what do you all think? Is there a "line"? and if so, where is the "line"?
