why do you think the problem of 'brain drain' is ending?

Just about 5 years ago, every engineer or doctor in India had only one thing in mind...."When will i reach USA?". This meant that India was producing brains not for itself but for the world- something which greatly affected its progress.. However today, lesser number of people are heading abroad...why is it so? Is it due to the facilities being created here? or is it that foreign nations are not hiring the indians anymore?
