my phone company has a monopoly in my area

i live on sand mtn in al. and my phone company has a monopoly on the mountain. if i want a cell phone i either have to have a contract phone, only verizon prepaid, or cell phone though the phone company its self. i can only get inernet the phone company's provides, no aol, net zero, etc. i can only get the local company's long distance service, no at&t, sprint, vonage, etc. it is the only phone company in my area and they wont let anyone eles open up shop in my area. how do report this monopoly to the authorities?
