my cats behavior

I need some advice on my cats behaviour, i found him in my garden as a stray and decided to take him on as my own.I am having problems with him as he doesn't wash himself properly and he is alwys dirty and smelly. He used to use the litter tray but lately he has been going toilet around the house. If anyone could help me i would be grateful.
