1) The goals must be your own. 2) Your goals must be written down,in the present tense as if already attained, stated in positive language,and constantly held in your mind. 3) Your goals must be specific and detailed ,achievable and believable. 4) Your goals must be measurable with deadlines for their achievement,so you can anticipate their attainment.

Yeah, that will make it happen for sure if it is followed thoroughly and the person never gives up no matter what.
